Both.
And we're only talking about NUMERIC/DECIMAL, not about DECFLOAT, right?
Be aware that doing changes like this, this late (after the first beta)
is quite annoying as a driver implementer.
If this is done, will the type ids at least change to avoid confusion
between incompatible implementations. Additionally, will the max
precision supported then change to 38 (128 bit integers support max 39
decimal digits, where a 38 digit all nine value (999...) will fit)?
