And that's right:
1. It try to login as SYSDBA and get "user not defined" error.
2. It look to list of users and see no SYSDBA there.
3. It creates SYSDBA user - problem is solved.
To make troubleshooting easier may be it worth to separate "user not defined" error
from "wrong password". Yes, it used to be considered less secure but...
