We do not return such error.

How? He must login as sysdba or use embedded connection for that. Only second option can be used when record for sysdba is missing. May be I underestimate - but looks like most of windows users can establish embedded connection only accidentially.

3. It creates SYSDBA user - problem is solved.

  To make troubleshooting easier may be it worth to separate "user not defined" error from "wrong password". Yes, it used to be considered less secure but...
