I'd like it global to FireFox. I use a separate Firefox with all my dev add-ons active in it, via portable Firefox. Then for reference I use the system Firefox (which is zippy due to lack of add-ons). This way I'd actually be able to use FireBug in its own window on my 2nd screen.
