I think it would help if we understood why you would want Firebug open but minimized on a page you have never looked at before.
Just to point out: the Firebug status bar icon or F12 opens Firebug on the first click and minimized it on the second. Currently minimized pages are not restored minimized. The problem here is that if you open firebug, minimize Firebug, exit the page, then some time later you revisit the page what should happen. We could restore minimized. But then the user would easily forget that they had Firebug on for the page.
