Oh, you're right.  Here's a test case for you to try:

Open firebug in the webpage of your choosing
Right click and enable 'on for all webpages'
Close firebug by clicking on [x]
Now go to FIREFOX->File->New Window


Result:  Firebug is disabled and forgets the 'on for all webpages'
setting.

Perhaps the problem is that the [x] button in the firebug console
window will reset your setting for the checked 'on for all pages'?
