The Firebug Icon Menu has always been on the left, see eg
http://getfirebug.com/.
We don't have any measurements of the relative frequency of button use
in Firebug. Based on user feedback in the past, we guess that
"minimize/unminimize" is one of the most used functions. For this
reason we devoted the Firebug status bar icon to this function.

And the standard position for [X] is on the right
side....everywhere... its what people expect.

I assume the operation you call "close" is what we call "minimize".
This hides the Firebug UI without disconnecting Firebug from the page.
We offer three different ways to trigger minimize:
1) Firebug status bar icon,
2) [_] minimize icon,
3) Key binding default F12 (Firefox > Tools > Firebug > Customize
Shortcuts)

Because the order matches the expected order from other applications
and because we have two other ways to trigger the action, both faster
than the upper right button.

Nothing wrong with criticism here. The only thing I dislike is
