When I load the script like you say using IE 9, I don't have any problems. Firebug Lite is not starting in a new window and is not persistently enabled (which are the default values<http://getfirebug.com/firebuglite#Options>btw.). I get a message, that asks me to confirm executing blocked contents and as soon as I confirm it, I can open Firebug Lite via pressing F12. Maybe that is what you were missing.
Besides that I suggest you update your browser. IE 6 is totally outdated and even Microsoft is wanting it to disappear <http://www.ie6countdown.com/> . Merry Christmas!
