I demo'ed an interesting package you should try (a free download version from 
their website). Check out Internet Resource Manager by Sequel Technology.   
They have enterprise level products for packet filtering (I tried this one), 
Microsoft Proxy, and Netscape proxy plug-ins. They are also able to track 
users (as opposed to only IpAddresses) and apply different policies for each 
user/group.
