I would think the exposure lies in allowing data port (20) inbound for
normal FTPs. Though passive FTP demands that all requests to be initiated
by the client outbound, not all servers support passive mode.

Could anyone direct me to any technical references discussing the specific
issues of allowing FTP through a firewall outbound?  I'm looking for the
hard
facts to support the argument that FTP should not be allowed through a
firewall.
