That will work *but* the ftp-data connection won't be encrypted.
=> It will protect your username<+>passwd but not your data.
With ssh-1, you might want to have a look at the Java based client
available at:
http://www.mindbright.se/mindterm/
It has a build-in proxy for ftp and will handle correctly the ftp-data
connection
