Sounds like a job for MS Proxy II. You can control access on a user by
user basis. For example jsmith can have full Internet access while jdoe
can only HTTP and bbob has no Internet access at all.
I've noticed many people run MSPII as a proxy, while relying on some other
solution as their firewall. Works pretty slick.
