I think that the problem is a bit more fundamental that that ! Win-9x has
no real concept of security at all, to the extent that the initial login
box asking for a password (in my view) actually degrades the security by
suggesting that it matters. A secure client machine will usually run NT
workstation, unless the local tacchies do some serious work to make the NT
domain controller responsible for what happens to a Win-9x client during
boot.
Judging by the number of times that I've seen that approach successfully
implemented, it must be the most difficult thing on the planet to get
right. :-)
