I'd hazard to guess that forward and reverse lookups must match.  
Additionally, they may check the IP allocation to see if it comes from a 
US netblock.  This still doesn't mean a great deal in terms of the user, 
but until ITAR is dead it's given enough for the USG to allow downloading 
controlled software.
