The typical method would be to :

1.) telnet to the firewall and find yourself at the "$" prompt.

2.) "/sbin/tfadmin newlvl SYS_PRIVATE"

3.) at the "SYS_PRIVATE>" prompt, type "su" and enter the root password when asked.

4.) you then should find yourself at the "#" prompt.

I just signed up for this mail list this morning so I'm not sure where this 
conversation began.   Can you successfully perform #2 as stated above ?   Note that 
the syntax is case sensitive.   What errors are you seeing?

Due to the B1 OS B1, it is not possible with the standard configuration to
become root through a telnet connection.

Doing that is only possible with a change of the OS configuration and will
further dimish the security of the bastion.
