Well it would have started at the same time everything else did, save
cached entries (if DNS failed then it shouldnt be cached, so ...).

ALL RFC1918 addrs:
10.0.0.0/8
172.16.0.0/12
192.168.0.0/16

were resolving to this, if root-servers was querried (becuase they forward
off to IANA)..
