Norton LiveUpdate does not natively support passive FTP.  THERE IS A PATCH
available from their website, but you have to hunt for it.  Once installed
it does the normal passive FTP thing of establishing both channels
internally.

OTOH, "Norton Web Services" does not support passive FTP and there is no
patch.  Will not work behind a firewall without a proxy.
