You can do this with linux, however its firewall ability is somewhat
limited..  Depending on the specific needs it may work..  I havent worked
at all with ipchains which is suppsoed to be a total rewrite of the
firewalling code, and supposed to be more powerful, but then if we deal
with 'supposed to be' things, the world is supposed to be a safe place :)

Additionally, most routers will let you apply packet filters (most
marketing types call this 'firewalling' :) and they can block for stuff.. 

It really depends on your needs and budget :)
