Same way someone who doesn't have any other kind of expertise tells if someone
else does. You find someone else with the right kind of expertise and ask
them. Referral services, networking, reputation, anyone you have on staff
already who has a clue... how is a company to know that the guy they hired
to design their new building is competant? Most people aren't architects.
It's the same problem.
I've run into college graduates I wouldn't trust to program my VCR. If a 4
year degree isn't enough to certify people, what's the point of depending on
something you can complete after a 30 hour course?
