What you are suggesting is illegal. The PIX failover bundle is essentially a software license on the second PIX and Cisco make the redundant option attractive by reducing the cost of the hardware. The current situation is that only the live PIX uses the license at any time. Legally you will need to purchase a new license for the second PIX.
