There are Packet-Logs from snort at http://www.snort.org (the
SANS-Logs), maybe they're useful for testing :).

The idea is surely interesting. I'm not sure if this would really work,
neunet contains a broad range of different possibilites of
implementation :).
AFAIK James Hoagland from Silicon Defense is working on something called
SPICE which tries a likewise approach for NIDS-Data (by assigning an
'anomaly score' to packets, http://www.silicondefense.com/spice/ )
