10.20 at least has trusted mode, couldn't say about any earlier.
11.0 intruduces password history, which isn't configurable through
SAM, but via a file in /etc. See man passwd for details.

Is it 11.x? I am almost sure I enabled shadowing on the last boxes I
worked on.. 11.x is actually not bad.
