Ok, the long answer is that it was assumed that anyone who was interested in
security features would move to the trusted mode, which has been around
forever. I guess for whatever reason this has not been a popular option, so
they will be migrating many of the security features found in the trusted
mode to the standard HP/UX, starting with version 11.21. Shadow passwords
is just one of those features.
