No, at best you it will not install correctly.  At worse, someone has
reverse engineered the format and will insert a virus definitation that
identifies COMMAND.COM as a virus, and the recommended action is to DELETE.
And an open question I have asked to Symantec for the past 2 or 3 years is
how do they ensure that this does not happen?  They refuse to answer.  I
suspect its because someone could do this, and they would rather put their
money into advertising than real security.

I don't think this is the case.  The DAT files are compiled into binary 
format and if anyone tried to diddle with them the worst you would get as a 
customer is a DAT file that wouldn't install correctly, if at all.  I have 
asked this question to McAfee before with regards to the WebShield for Nokia

product running McAfee's WebShield software.   That was there answer from 
the engineering folks that handle the DAT files.
