If you have enabled the Check Point FireWal-1 package to start at boot
before you have installed a policy, then the defaultfilter will remain in
the kernel module and you will not be able to connect to the firewall in
order to push your policy.
The error message Ragu is talking about is visible on the console. I wonder
if this is self managing platform or if it is one that is managed
externally?

I've seen that on new firewalls i've had.
Loading a policy, it changes the error to an informative message.
However, there could naturally be many other causes that produce the same
error, and if you cannot load the policy at all then you've probably got
bigger problems.
