Nope - that sounds about right.  Except that in our case, if it's a security
breach (like this is) we disable the account immediately, THEN we report it
to HR.

Hello Isoel,
You should have a usage policy in place that goes against this type of
behavior, say under "Compromising bandwidth resources".  If I were you I
would first notify this person's boss, then human resources.  I would then
disconnect this person from the internet, and figure out later how to block
him/her from doing this again.
However, I'm sure other members of the list will provide more technical
solutions.
