If you have a support contract for the PIX, then it's legal, otherwise
no. A support contract # will get you a CCO account. Practically
speaking, though, if you have a support contract for ANY piece of Cisco
equipment, you can get a CCO account and get to the PIX stuff, even w/o
a support contract for the PIX itself.
If you have a support contract but don't know where the number is, I'll
happily send you the 531.bin image.
