ciao,
generally firewalling is done in the kernel as opposed to userland
tools. i do not doubt that it is possible to build a firewall with java,
but for any practical purpose i would not recommend you go with this
language or route. for efficiency reasons, the kernel is where you want to
handle packet forwarding and blocking. there is plenty of source code
available from a variety of free operating systems that you may want to
review.
if you do decide to build your firewall in userland, you will probably
need a device driver to read packets.
