The de-peering incident seems to have begun 2-7 days before the
Chapter 11 filing, as far as I can tell.
I can't *prove* that C&W has neither HUMINT inside PSINet nor a
method for transmitting information back through time. [Peering is,
AFAIK, not a relationship where invoicing and delinquency routinely
come into play.]
As far as I can tell at this time, Occam's Razor does not support
your suggestion.
