Think of it like automobile inspections or traffic laws. Ensuring
your car is in safe operating order and obeying safety related
laws doesn't protect you against other unsafe or unsafely operated
cars but the more people that participate, the safer the highways.
In other words, we're part of the solution or we're part of the
problem :)
Whether individuals in a free society, transportation system, or
network can be depended upon to undertake personal responsibility
themselves or whether it requires outside control is another
question entirely. The state of Usenet, IRC, traffic accidents,
and newspaper headlines make me rather cynical.
