i am sorry but i quite disagree with you. Why ?

1. Surfing the internet and downloading stuff is not for free, it costs
money
2. Employees are distracted from work and don't do it as they should
3. Firewalls are there for protection. Most users don't think about security
and download and run insecure
which can give intruders access to the network
4. Firewalls also protect the company from attempts of malicious employees
to give other users access to the
internal net (quite related to 3, but this time the user knows what he does)
5. Some Firewalls are equipped with virus scanners - they help to protect
the internal net from virus attacks.
...

These are just a few points, there are a lot more. But perhaps you should
define exactly what you mean with "overcontrol".
Installing Software like ICQ ? IRC Clients ? Downloading and Executing stuff
that you want ? Filesharing ?

You can't say that surfing in the net or doing what you want is a right of
yours. If you work in a virus research station, the viruses
and several radio-active elements are your tools and supplies for work
there. But you are not allowed to play with them
in your breaks as you want. It is exactly the same with internet access - it
is meant to be there for your work and for nothing else.
Most companies still allow the employees to browse the internet as long as
they don't do anything illegal.
But this is an concession of the employer and not a right of the employee.
