Just to be picky: this specific problem was "secure use", not blocking 
nor shaping. (And, on a sidenote, there _are_ a number of firewalls
that do traffic shaping.)

However, in the general case I agree completely. Balancing available
bandwidth per user is a sure-fire way of resolving p2p bandwidth use
problems. (And that's even without L7 smarts)
