Neither of these is convenient.  It is better to have a separate way
of accessing the saved text, because presumably I remember *that* I
saved what I need.  That may require iterating through only several
entries till you reach the script.  And that can also be made
searchable.

I disagree. I don't think of 'saved commands' as some kind of todo list. I treat them just like commands that I didn't finish typing... in my mind, they're just commands, nothing else, the only difference being that I never hit the enter key. If I want to save some kind of todo list to be accessible out of band, that is what I'd use a text editor for.

Do one thing, and do it well. That's the credo for unix apps, and fish is a command line. it should save commands, not some weird todo list. My hope is that it will also save the commands I didn't finish typing. This is already used in other apps, like irssi, to great effect. It is simple and intuitive, takes no time to learn, and is quick to use.

I don't think needing to remember a partial string in your saved command is onerous at all... it seems particularly convenient to me. Type in short search, hit up arrow one or so times, done. In fact, that's already very close to how I navigate in large documents anyway... type a search term that's in the block of text I want to jump to, bam, I'm there.

I endorse adding unfinished commands into the history via the down-arrow, and afterwards treating them just like any other part of the history. If you really want to get fancy, you could colorize unfinished entries (that you never pressed enter on) differently than finished, but I doubt it is necessary.
