The fish third number in the version should only be for bugfixes. So 1.21.12 should be a bug-fix release over 1.21.11. In practice, this is not always the case, minor features do slip in. Sometimes they cause bugs. I simply do not have enough time to spend on fish to develop both a devel branch and a stable branch. Sorry. :-( In general, you should probably stay away from x.x.0 releases if you want the most stable ones. Fish 1.22.0 contains several rather large new features, like multiline editing, a completely new history implementation and a new directory layout.
