On further reading of the policies, maintainers are discouraged from
big user-interface-changing updates, especially in releases older than
the latest Fedora release.  So... it depends.  If the next major
release is bugfixy enough, I'll push it everywhere, or at least to
F20, but if it's more of a feature release, then I'll just push to F21
and rawhide.

Note that the Fedora packages are actually ahead of the packages on
the website AFAICT -- I've kept them very up-to-date with security
fixes.
