I think it's an individual thing.  My old Fjord mare won't go near
electric fencing tape, powered or not.  If I take down a temporary
fence, I have to lead Nansy thru the "virtual fence" that remains
there in her mind!  However, my gelding, Sleepy, is a fence-crawler.
He's the one out there standing on his left ear, with his neck stuck
as far as it'll go under the fence, for one more bite of grass.  If he
finds that a fence isn't "hot", he'll push his way under it until the
tape snaps.  My husband's gelding, Rom, has been known to hop over a
line of fencing tape (elbow-high) when "stressed" (e.g. he didn't want
to be caught).

Fortunately, both of our geldings (ages 13 and 16, now) can be given a
6-week layoff, then saddled up and ridden out "cold", without
incident.  Love those "mature" horses!
