Here's the method Dad taught me for nipping hooves when you have small hands 
and "moderate" muscles.  The whole trick is to never try to cut a chunk the 
full width of the blades.  Take a bite about 1/3 to 1/2 the width of the 
cutting surface.  Then you CAN choke down on the handles and still have enough 
leverage to close the nippers.  You can also try taking off a smaller layer at 
a time, even if you have to end up cutting  around the hoof twice to take off 
what you need to.  This has worked for me on the Percherons we used to have as 
well as on the Fjords.
