The English saddle's seat is measured from the back top middle of the cantle to the "rivet button" on the side of the pommel. The Western seat is measured from the front of the cantle to the pommel (the face that is nearest you as you sit in the saddle. The English one is measured at an angle and the western one is straight from back to front. For the tree width I don't know if they measure the western ones in centimeters or inches!
