I agree.  I would not anticipate the average busy highway patrolman is going to 
pull over your 2 horse trailer to check if your horse is "sore."  but if a big 
cattle or pig  truck pulls up to a state line or international border crammed 
full of horses.. it just might give them an incentive to take a look.
