IN the US there are conspiracy laws. I have forgotten exactly what is involved in US conspiracy laws, but I think you do not have to prove an "act." Just more than one person, and something that was done in violation of the law, if I remember it correctly. It can be used to "get" people who are only peripherally guilty. Cannot think right now how it would work, even if Britain has these laws.
