I'm sure is JSP server merging predefined images, client-side tells server-side only the position, orientation, text, color, etc of the image. You can do it with php, coldfusion, aspx, etc too.

The sniffer is looking for Flash 8, so I highly doubt it's an AS3 solution. I believe it's a highly optimized server-side solution.
