Not at all. You can have a broad code base, a fully OOP implementation, in Flex, for your programmers. Your designers and artists use Flash. There's no conflict--in fact, it's the best of both worlds. Everybody works in the environment best suited for them. Even when I've done one-man projects, I've mixed Flash animations with Flex code.
