The two poms involved are flexmojos-testing/flexmojos-fbtest-harness and flexmojos-testing/flexmojos-test-harness: they both refer to a 3.8-SNAPSHOT parent which actually is 3.9-SNAPSHOT.
This lead to a non working parent pom resolution.
