If you're using Flex 4, to get Halo you have to add the dependency you
showed:
<dependency>
<groupId>com.adobe.flex.framework</groupId>
<artifactId>halo</artifactId>
<version>4.0.0.13875</version>
<type>swc</type>
<scope>theme</scope>
</dependency>
The <version/> tag should match whatever version of the Flex SDK you're
using for all your other Flex dependencies.
