Nope, in 1.x the <mx:Effect> tag has special compiler logic that makes it impossible for it to live on its own.  AS is the only way to get it standalone.

You can't use <mx:Effect xlmns="http://www.macromedia.com...etc">

as a top level tag for a mxml component can you?
