Flash 9 is the authoring tool.

Flash Player 8.5 is the Player.

Flash Player 8.5 has features that will be used by Flex. Since Flex is
targeted at 'Developers' instead of 'Designers' we consider the Player
to have 'developer-oriented' features (like the new VM) instead of
'designer-oriented' features like all the effects that went into Player
8. As far as the end-user (grandma, CEO) is concerned, the new Player
is better no matter what.

We expect adoption to be rapid (Player 8 penetration is fantastic for
such a short time). But obviously you do need to consider timeframes
for when your app must release vs. when our products will be available.

only requires Flash 9 player to be preinstalled, right?

There was mention of a Flash 9 by Mike Downey on Sept 27th 2005.
