SWCs are used only at compile time. Are you actually trying to load resource module SWFs? I am using Flex 3 and LCDS 2.5. I have few resource bundles specific to application along with some resource bundles in Flex SDK and LCDS. When compile all resource bundles (specific to my app, Flex, LCDS) into a single swf/swc, the application is works properly even in runtime it is able to find all resource bundles.
