I think you may mean ExcludeClass. ExcludeClass prevents a class from showing up in intellisense. If you know it's there, you can use it, though. Exclude is used to remove properties, styles, events, and methods from the property window in Flex Builder design view. Such properties still show up in intellisense, though. I believe that most Flex Framework components that use exclude on methods override the method with empty code.

Do a search in the SDK code for "[Exclude*" and see if anything shows up. That might be a place to start.
