That is right but that is the way that it is in almost any standard
development process. First you have to get the clueful people in same room
(figuratively -- email lists work) and then you have to let natural
selection and attrition take place. Eventually you end up with about 1-5
clueful people doing the work. Here is one of the most important rules of
this process:

Never,  NEVER, *NEVER* try to seek consensus.

Seeking consensus doesn't work because the non-clueful people will feel a
need to provide way too much counter-productive input. If an idea is good it
will quickly become obvious to the clueful.

what you have done and ask for comments.
