I believe that the functionality of VAC and VSPmgr *should* be an integral part of PowerSDR and I hope that DI offers a better way to interface CODECs than VAC and provides a control channel that is better than async serial. But that is just me. Right now, if you want to experiment with the Hercules interface you have to get the hacked version of PowerSDR. It means that there will be two versions of PowerSDR floating around out there. If the Hercules interface were made a part of the official release then that eliminates that problem. If you don't want it you don't have to use it, just like you don't have to use VAC or DDutil if you don't want to.
